VIENNA/PARIS — The United States, Britain, France, and Germany are spearheading a push among members of the United Nations nuclear watchdog's board to report Iran to the UN Security Council for the first time in two decades.
According to diplomats and a draft text reviewed by Reuters, the Western powers are seeking a resolution during the International Atomic Energy Agency (IAEA) board meetings.
If passed by the 35-nation board, the move would follow up on a previous declaration finding Tehran in non-compliance with its non-proliferation obligations following a prolonged standoff over undeclared nuclear sites and restricted inspector access.
The mounting diplomatic pressure arrives in the wake of extensive military strikes carried out against Iranian enrichment infrastructure. In the aftermath, inspectors have faced strict limitations regarding site access and verifying remaining stockpiles of enriched uranium.
While a resolution brought forward by the E3 and the United States has historically secured passage, analysts note that substantive punitive action at the UN Security Council remains improbable given that Tehran's key allies, Russia and China, hold permanent veto powers. Negotiations over the precise language of the draft text are currently ongoing ahead of next week's formal vote.
