NEW DELHI — The Supreme Court has directed the Election Commission of India (ECI) to sympathetically examine complaints from people in Kerala who were unable to submit enumeration forms during the Special Intensive Revision (SIR) of electoral rolls.
The court said such individuals could approach the Commission directly, asking it to verify their claims and take appropriate decisions. The ECI has also been directed to submit a report on the action taken.
The bench clarified that there was no need to extend the SIR deadline in Kerala, as the process of adding eligible voters to electoral rolls is continuous. Completion of the revision does not mean that the electoral rolls are permanently frozen.
The court also asked the CPI(M) to provide details of people in Kerala who could not submit their enumeration forms within the available time.
Separately, the bench directed the ECI to examine allegations of irregularities involving bulk submissions of Form 7 applications in Uttar Pradesh. The form is used to raise objections to the inclusion of names in electoral rolls or seek their deletion on prescribed grounds.
The matter was heard by a bench headed by Chief Justice of India Surya Kant, along with Justices Joymalya Bagchi and V. Mohana.
