LONDON — The UK allows religious head coverings, including hijabs and headscarves, in passport photographs, provided the applicant’s face remains clearly visible. The provision is part of existing official photo guidance and has not been verified as a newly announced policy change.
Face must remain clearly visible
Passport photographs must show the face clearly, from the tip of the chin to the top of the forehead, including both edges of the face. Head coverings must not obscure facial features or cast shadows that interfere with identification.
Religious and cultural coverings are treated differently
The UK Passport Office’s guidance allows head coverings worn for religious or medical reasons to be considered, provided they do not cover the face. The same exemption does not automatically apply to every cultural or decorative head covering.
Rules may differ for other identity documents, so the passport-photo exemption should not be assumed to apply to all official ID cards.
