NEW DELHI — The Ministry of Road Transport and Highways has proposed changes to India’s driving licence rules, including a higher pass mark for the learner’s licence test and more detailed medical disclosures from applicants. The proposals are part of a draft amendment to the Central Motor Vehicles Rules, 1989, and are not yet final rules.
Under the proposal, applicants would complete an online tutorial of at least 30 minutes covering road signs, traffic regulations and a driver’s responsibilities after an accident. They would then have seven days to take the learner’s licence test. The proposed pass mark would rise from 60% to 75%.
Applicants would also be required to disclose information about medication allergies and medical or surgical implants. Blood group, mobile number and emergency contact details would be included in the mandatory information.
The draft also proposes additional declarations concerning epilepsy and seizure disorders, including whether an applicant has experienced a seizure in the previous three years or is currently taking medication for the condition. Medical clearance would be restricted in specified circumstances.
Other proposed changes include introducing a QR-code-readable zone on new PVC driving licence cards and waiving fees for certain online services using Aadhaar authentication.
The proposals will take effect only after the relevant final notification is issued. Until then, the changes should not be treated as rules currently in force.
