NEW DELHI — Changes to India’s Goods and Services Tax (GST) rules will take effect on November 1, simplifying conditions for post-sale discounts and speeding up provisional refunds for eligible businesses. The amendments form part of the reforms announced in the Union Budget for 2026–27.
Simpler rules for post-sale discounts
Under the existing provisions, businesses seeking to reduce the taxable value for certain discounts offered after a sale generally had to meet conditions involving prior agreements and links to the relevant invoices. The revised rules ease these requirements. Suppliers must still issue a GST credit note, while buyers must reverse the input tax credit (ITC) attributable to the discount, in line with applicable rules.
Faster refunds for eligible businesses
Businesses can accumulate unused tax credits when GST paid on inputs is higher than the tax charged on their outward supplies, a situation known as an inverted duty structure. Under the changes, eligible applicants may receive provisional refunds of up to 90% of the amount claimed, subject to prescribed conditions and scrutiny. The move is expected to help qualifying businesses access funds sooner and ease working-capital pressures.
The changes do not amount to a general revision of GST rates. They focus on the treatment of post-sale discounts and the processing of eligible tax refunds.
