NEW DELHI — The Centre has proposed making blood group, mobile number and emergency contact details mandatory on driving licences as part of draft amendments to the Central Motor Vehicles Rules. The proposal from the Ministry of Road Transport and Highways also seeks wider medical disclosures from applicants and changes to learner’s licence assessments.
Under the draft, applicants would have to disclose additional health details, including allergic reactions to medicines and medical or surgical implants. The information is intended to be used in cases where a person is hospitalised following a road accident.
Higher pass mark for learner’s licence assessment
The ministry has proposed increasing the pass mark for the safe-driving tutorial assessment from 60% to 75%. The online tutorial would also have to last at least 30 minutes.
Other proposed changes
The draft provides for separate driving licence formats and colour schemes for Indian and foreign nationals, as well as a QR code-readable section. It also proposes removing fees for changes to personal details, such as name and address, and requiring licensing authorities to decide on such applications within 15 days.
The proposals are not yet final rules. The ministry has invited public objections and suggestions within 30 days of publication of the draft notification.
