Covid Pandemic highlighted the unprecedented human resource limitations in India's medical infrastructure. Due to the acute shortage of nurses, the Government is planning to amend the Indian Nursing Council Act, 1947.
The National Nursing and Midwifery Commission Bill, 2020, will allow foreign nurses to register with state nursing councils, government sources said. Currently, foreign nurses and nurses with foreign degrees cannot work in India.
The Government of India is in talks with a number of countries for a Memorandum of Understanding (MRA) for Nursing Degrees, sources said. Efforts are also being made to increase foreign employment opportunities for Indian nurses, sources said. She said a number of measures are being considered for this, including teaching nursing students languages such as German and Japanese.
T. Dilip Kumar, President of the Nursing Council of India, said at a think tank event organized by the Union Ministry of Health and Family Welfare for its employees, "Many nurses are being demoted due to inadequate pay."
India currently has 1.7 trained nurses per 1,000 people, contrary to the World Health Organization (WHO) standard of 4 nurses per 1,000. According to the Indian Nursing Council (INC), poor working conditions and poor pay are the main reasons for the annual departure of nurses from the country.
