Mexico has proposed to the United Nations to set up a committee that would include India's Prime Minister Narendra Modi, Pope Francis, and UN Secretary-General Antonio Guterres to mediate permanent peace between Russia and Ukraine.
The proposal was put forward by Marcelo Luis Ebrard Casaubón, the foreign minister of Mexico, while participating in a UN Security Council debate on Ukraine in New York.
This came days after Modi, who met Putin on the sidelines of the 22nd meeting of the Shanghai Cooperation Organization in Uzbekistan's Samarkand, told the Russian leader that "today's era is not of war". The Indian prime minister's remarks have been welcomed by the western world including the United States, France and the United Kingdom.
Casaubón stated that Mexico believed the international community should now focus its best efforts on bringing about peace because of its pacifist vocation.
In this regard, I'd like to share with you the Mexican President Andrés Manuel López Obrador's suggestion to support UN Secretary-General António Guterres' efforts at mediation by creating a Committee for Dialogue and Peace in Ukraine with participation from other heads of state and government, ideally including His Excellency Narendra Modi and His Holiness Pope Francis.
According to him, the committee's goal would be to develop fresh avenues for communication and provide complementary venues for mediation in order to foster trust, ease tensions, and pave the way for a durable peace.
Casaubon stated that the Mexican delegation will continue with the necessary consultations to help generate widespread support for the committee, "whose formation we hope will proceed with the support of the UN member states that so decide," as well as for the mediation efforts headed by the UN secretary-general.
"The moment has come to take action and commit to peace, as the Secretary-General has stated. To settle for war is to always step out on a limb "said he.
According to the foreign minister of Mexico, peace can only be established via negotiation, diplomacy, and the creation of efficient political channels.
He declared, "Indifference is intolerable, just as it is wrong to just bemoan the fact that, to date, in the instance in issue, the Security Council has been unable to fulfil its fundamental obligation."
