The move, directed at project developer Stack Infrastructure—a unit of alternative asset manager Blue Owl Capital—is intended to protect Oracle from payment liabilities if the infrastructure development experiences delays and fails to launch by its planned 2028 target. The facility, known as Project Jupiter, spans a sprawling 1,400-acre campus in Doña Ana County and is a critical component of Oracle's broader AI infrastructure expansion linked to OpenAI.
While representatives for both Oracle and Blue Owl emphasized that the multi-year project remains on schedule and that financial commitments are unchanged, the notice has unnerved investors. Bankers and market analysts note that the development highlights mounting caution within the trillion-dollar AI infrastructure financing sector. The project has encountered various hurdles, including infrastructure bottlenecks, power supply challenges, and local regulatory hurdles.
