BEIJING — In a sweeping escalation of China’s ongoing anti-graft campaign, Beijing has officially expelled two of its highest-ranking military officers from the ruling Communist Party and the armed forces. The decision targets former Central Military Commission (CMC) Vice-Chairman Zhang Youxia and former Joint Staff Department Chief Liu Zhenli, citing severe allegations of political disloyalty, corruption, and major disciplinary breaches.
The formal expulsions were approved during a Politburo meeting chaired by Chinese President Xi Jinping. According to state-run media reports citing official documents, the two generals "seriously violated political discipline and rules, formed cliques and factions, and were disloyal and dishonest to the party". Authorities also noted that the financial sums involved in their alleged corruption were "exceptionally large".
The removal of Zhang Youxia carries profound political weight. Long regarded as President Xi’s closest military ally and the highest-ranking uniformed officer in the People's Liberation Army (PLA), Zhang’s downfall underscores the uncompromising reach of Beijing's military purges. Both Zhang and Liu were veteran commanders and members of the elite CMC command body.
The high-level announcement comes at a critical juncture, arriving just days before a high-stakes diplomatic summit between Chinese and U.S. leaders, and highlights the relentless consolidation of control within China’s top military ranks.
