The initiative, expected to be formally unveiled in next month’s Budget, is projected to cost between €7 million and €8 million. If the initial rollout proves successful, officials plan to expand the scheme to include 17-year-olds in the following year's budget.
Digital Access to Live Entertainment
Under the current proposals, eligible teenagers will receive the voucher via a downloadable digital pass accessible on smartphones. The pass will grant entry to a variety of cultural experiences, including:
- Independent cinemas and film screenings
- Live music events and gig venues
- Theatres and stage performances
- Participatory creative workshops and arts classes
The scheme is being spearheaded by Minister for Arts, Media and Culture Patrick O'Donovan, who is finalizing the departmental allocation with Minister for Public Expenditure Jack Chambers ahead of the budget announcement.
European Model
The measure delivers on a commitment in the January 2025 Programme for Government to examine the rollout of a youth "culture card". The Department of Arts began preliminary consultations with industry stakeholders and venue operators earlier this year to design the framework.
Similar programs already operate across Europe, though with higher financial caps. France's Pass Culture and Spain's Bono Cultural Joven, along with comparable initiatives in Italy, provide young people between €300 and €500 to attend live events, buy books, and access creative spaces.
Debate Over Sporting Venues
While the core proposal focuses on reviving youth attendance across theatres and grassroots venues, the final scope remains under discussion. Several Government backbench TDs have called for sporting events to be made eligible under the voucher, arguing it would broaden appeal, though arts sector advocates emphasize keeping the funding dedicated to creative industries.
Final operational rules and qualifying venues will be confirmed when the full Budget package is officially presented.
