KYIV — German Chancellor Friedrich Merz arrived in Kyiv on Sunday as Germany announced a new €1.35 billion support package for Ukraine amid intensified Russian attacks on Ukrainian cities.
The package includes €1 billion in military assistance and €350 million to help repair Ukraine’s energy infrastructure, according to German government officials. Merz is also expected to finalise an agreement with Ukraine on the joint production of drones and other defence equipment.
Merz travelled to Kyiv with German Economy Minister Katherina Reiche and executives from major defence and energy companies. The delegation includes representatives from Siemens Energy, Hensoldt, Diehl Defence and drone-maker Quantum Systems.
A key part of the planned cooperation is the rapid production of interceptor drones designed to counter Russia’s increasingly fast attack drones. Germany and Ukraine are also expected to work together on longer-range weapons, with some systems capable of reaching targets more than 1,000 kilometres away.
Merz said Ukraine needed Germany’s support in the coming weeks and warned that continued Russian aggression could eventually pose a wider security threat to Europe. He also plans to press Kyiv on reforms requested by European Union partners, including efforts to strengthen the fight against corruption.
The visit comes as Russia has intensified air attacks on Ukrainian cities and infrastructure ahead of winter. Ukraine, meanwhile, has said it will increase strikes on Russian oil refineries in response to Moscow’s attacks.
Germany’s latest commitments underline Berlin’s continued military and economic support for Ukraine as the war enters another critical phase.
