India Condemns US Freeze on Green Card Filings by IT Firms

NEW DELHI — India has strongly criticised the United States’ decision to suspend green card-related labour certification applications involving eight major technology companies, including leading Indian IT firms. New Delhi also condemned US Vice President JD Vance’s description of foreign professionals as “indentured servants,” calling the remark unwarranted and deeply offensive.


The companies affected are Tata Consultancy Services (TCS), Infosys, Wipro, HCL Technologies, Microsoft, Adobe, Capgemini and Cognizant. The US administration has suspended their applications under the Permanent Labor Certification (PERM) programme, which allows employers to sponsor eligible foreign workers for employment-based permanent residency.

US officials have alleged that some companies use the programme to replace American workers with foreign employees. Vance has argued that hiring foreign workers can reduce opportunities and wages for US citizens. These allegations are part of the administration’s wider effort to tighten controls on foreign-worker programmes.

India’s Ministry of External Affairs said Indian professionals in the US are highly skilled and make important contributions to the American economy, research and innovation. Spokesperson Randhir Jaiswal said the movement of skilled workers benefits both countries by supporting innovation, productivity, competitiveness and job creation.

The ministry also clarified that suspending PERM applications does not, by itself, affect the validity of existing H-1B visas or the status of H-1B visa holders and their dependants. However, eligible employees of the affected companies could face delays or disruption in their green card applications, which provide a route to permanent residency.

The decision may also make it harder for companies to retain skilled employees in the US over the long term. While Washington says the measures are intended to protect American workers, India has stressed that skilled Indian professionals contribute significantly to the US economy. New Delhi said it would continue to monitor developments.
