IRELAND: "Health Care Crisis" Work permits will be made available to 1,000 home care workers

Dublin: Work permits will be made available to 1,000 home care workers to address the recruitment crisis. Non-EU nationals will be able to live and work in Ireland in the homecare sector from January 2023, but prospective employers must pay at least €27,000 a year, have a minimum two-year contract and work for at least four consecutive hours a day.

The move was recommended in a report by the Strategic Workforce Advisory Group on Home Caregivers and Nursing Home Health Care Assistants. Minister Mary Butler and Minister of State for Business, Employment and Retail Damien English made the announcement this week.

The report made 16 broad recommendations to address challenges in public and private care roles in home support and nursing homes. One recommendation is that home-support workers should be removed from the ineligible employment list, while restrictions are put in place to enable non-EU nationals to work as home-support workers in Ireland.

"This will ensure good quality employment for care workers coming to Ireland, while at the same time easing our national recruitment crisis," the minister said. The report also recommends that all private sector and voluntary service providers commit to paying home support workers and healthcare assistants a minimum wage of €12.90 per hour plus travel expenses.

It also recommends a national campaign to raise the profile and promote training opportunities as a healthcare assistant and home support worker.

The advisory group also recommends a review of public employment services with a view to further increasing the number of jobseekers who become healthcare assistants or home support workers. "All care workers working in home support and long-term residential care for older people should receive fair pay and conditions and have the opportunity to progress in their careers," the minister said.

“We urgently need to address the shortage of care workers in Ireland. Combined with broader sectoral reforms in train, implementation of the group's recommendations will have a real and lasting impact on addressing these workforce challenges. The current shortage of care workers is a major problem that needs to be "urgently" addressed. Therefore, we need to simultaneously address the challenges impeding recruitment at the national level and facilitate international recruitment in the short term. I hope that the implementation of the Advisory Group's recommendations will significantly improve the pay and conditions of care workers in Ireland and make it a more attractive and sustainable profession.

However, home care work still has its limitations in Ireland. In a day, all the work will not be done in one place, it may be done in several houses. In that case, a driving license will also be required. And home care is a general work permit. The family can come with them only after a year. No other work can be done with this work permit,

After the first 2 years, after 3 more years, you will get citizenship. Permanent Residency can be obtained after 2 years in case of Critical Employment Permit and you can do multiple jobs at a time.
