Australia Introduces New Visa Requirements and Enrollment Cap for International Students in 2025

The Australian government has announced new immigration requirements for international students applying for student visas in 2025. Effective January 1, 2025, the Department of Home Affairs will no longer accept Letters of Offer from applicants within Australia. Instead, all student visa applications, whether lodged inside or outside the country, must include a Confirmation of Enrolment (CoE).

A Letter of Offer, previously used for student visa applications, served as an official document from an Australian university confirming admission details, tuition fees, and start dates. From 2025, this document will be replaced by a Confirmation of Enrolment (CoE), which is issued after a student formally accepts an admission offer and pays the required tuition fees. The CoE contains critical details, including the student’s program, tuition fee structure, and course duration, and is now a mandatory component of a valid student visa application.

  • From January 1, 2025, all student visa applications must include a CoE. Applications submitted without a CoE will be deemed invalid.

  • If a visa application is invalid, a bridging visa will not be issued, leaving applicants without legal status in Australia if their current visa expires.

  • Applications submitted before January 1, 2025, using only a Letter of Offer, will not be affected.

  • Students must secure a CoE and lodge a valid application before their current visa expires. Failure to do so may result in the need to leave Australia or explore alternative visa options.

Enrollment Cap on International Students:

  • Beginning January 1, 2025, the Australian government will implement a National Planning Level (NPL) quota, limiting the number of new international student commencements to 270,000 annually.

  • This measure follows the August 2024 announcement of the NPL, designed to manage the sustainable growth of overseas student programs.
