Canada’s Spy Chief Alleges Indian Interference, Reviving Diplomatic Tensions

 Ottawa, Canada – Diplomatic tensions between India and Canada have flared up once again following controversial remarks made by Canada’s interim spy chief, Vanessa Lloyd. In a statement that echoes past allegations, Lloyd claimed that India has both the intent and capability to interfere in Canada’s democratic processes and local communities.


Lloyd, who heads the Canadian Security Intelligence Service (CSIS), alleged that India relies on proxies and network contacts within Canada to exert geopolitical influence. "We have seen that the government of India has the intent and the capability to interfere in Canadian communities and democratic processes to assert its geopolitical influence," she stated.

Election Interference Allegations

The timing of these accusations is particularly significant as Canada prepares for a snap election on April 28, called by newly appointed Prime Minister Mark Carney. Carney, a member of the Liberal Party, replaced Justin Trudeau, whose tenure saw Indo-Canadian relations hit their lowest point.

Tensions between the two nations escalated in 2023 when Trudeau accused India of assassinating Hardeep Singh Nijjar, a designated Khalistani extremist, on Canadian soil. Despite the gravity of the claim, Canada failed to provide any substantial evidence to support the accusation, leading to a deep diplomatic rift.

With Trudeau’s exit, there was hope for a reset in Indo-Canadian relations. Carney had previously indicated his intent to mend ties with India, stating that he sought to rebuild diplomatic relations. However, Lloyd’s recent allegations have once again cast a shadow over any potential reconciliation.

India Clubbed with China and Russia

Lloyd’s remarks were part of a broader warning about foreign interference, in which she grouped India alongside China and Russia—nations traditionally viewed with suspicion by Western intelligence agencies.

According to Lloyd, China is "highly likely to use AI-enabled tools to attempt to interfere with Canada's democratic process," while Russia has allegedly established digital networks to spread Kremlin-backed propaganda. Pakistan was also mentioned, with Lloyd claiming that Islamabad could interfere in the elections to counter India’s growing global influence.

While concerns over Chinese and Russian interference have long been acknowledged by Western nations, the inclusion of India in this context has raised eyebrows. Critics argue that this narrative follows the Trudeau-era approach of portraying India as a destabilizing force, a stance that severely strained bilateral relations in the past.

India-Canada Relations at a Crossroads

Vanessa Lloyd remains a holdover from Trudeau’s administration, and her allegations appear to be a continuation of the previous government’s stance. However, if Prime Minister Carney is serious about rebuilding ties with India, he will need to address these lingering hostilities.

India has remained cautious in its approach, choosing to observe Canada’s actions rather than react impulsively. However, if such allegations persist, diplomatic relations may remain frozen, preventing any meaningful progress in resolving past conflicts.

As Canada moves toward its elections, the question remains: Will Carney distance himself from the Trudeau-era rhetoric, or will he allow his administration to continue on the same path of strained ties with India? The future of Indo-Canadian relations may very well depend on his decision.
