WASHINGTON — The United States has temporarily eased restrictions on Russian diesel supplies following a 90-minute phone call between President Donald Trump and Russian President Vladimir Putin. The move is aimed at increasing fuel supplies and reducing prices, but has drawn criticism from Ukrainian President Volodymyr Zelensky, who warned that it could help finance Russia’s war against Ukraine.
After the call, Trump announced that Russia would immediately supply more than 300,000 metric tonnes of diesel, followed by 500,000 tonnes in November and another one million tonnes thereafter. He said a further three million tonnes could be supplied within a short period. The US Treasury Department’s Office of Foreign Assets Control issued a general licence allowing certain transactions involving Russian-origin diesel until April 7, 2027. Details about payment arrangements and the precise timing of deliveries have not been made public.
Trump said lowering fuel prices for Americans was a key priority. Global energy markets have faced pressure from the war involving Iran, which has contributed to higher fuel costs. However, it remains unclear how much the additional Russian supplies will reduce prices in the United States or on international markets.
The announcement came as Ukrainian representatives were holding talks with US officials in Miami on efforts to end the war. Zelensky criticised the decision, calling it a weak move by partners and warning that revenue from Russian fuel exports could help Moscow continue its military campaign. He argued that any easing of energy sanctions should be linked to reciprocal steps to reduce attacks and support peace efforts.
The decision marks a significant shift in Washington’s efforts to restrict Russian energy revenues over the war in Ukraine. It has also raised questions about how the US will balance its goal of lowering fuel prices with its sanctions policy and diplomatic efforts to secure a lasting settlement. The overall impact on fuel prices remains uncertain.
