DUBLIN — Ireland’s Health Service Executive (HSE) has suspended approval for new residential placements for people with disabilities requiring additional funding for the remainder of 2026. The decision has raised concerns among families of people waiting for long-term care and support.
An internal memo sent to regional managers said the restriction was necessary after reviews identified cases where residential placements and increases in support packages had proceeded without the required approval procedures. The HSE said 182 residential placements had been commissioned nationally so far this year.
Around 2,000 children and adults with disabilities are currently waiting for residential care places. The restriction also covers priority placements and increases in existing residential support packages where additional funding is required.
The HSE said it currently funds more than 9,000 residential placements and remains committed to expanding disability services. Regional managers have been instructed to prepare contingency plans, make maximum use of existing funded capacity and consider alternative arrangements for people awaiting support.
The decision has prompted calls from disability advocacy groups for clear assurances that people with urgent care needs will continue to receive appropriate support.
